Use Learning for words you want highlighted, translated, and easy to revisit. Use Learned for words you have met enough times that the green highlight should remind you they are already part of your known vocabulary.
Language learning is not mainly about collecting translations. It is about building a connected matrix of sounds, meanings, grammar, context, and use until the new language starts making sense on its own.
Comprehensible input is language you can mostly understand, and it is the raw material of language acquisition. What the research actually says, and a practical way to get enough of it at your level.
